Central Wyoming Horseshoeing School is licensed by the State of Wyoming as a post-secondary proprietary school under [State Statute 21-2-401 through 21-2-407]. All programs at Central Wyoming Horseshoeing School are offered to the public without regard to sex, race, color, national origin, veteran’s status or handicap. Identified courses are approved for veterans and eligible dependents using Veterans’ education programs, also referred to as GI Bill®. Hereafter in this catalog referred to as VA students. "GI Bill®” is a registered trademark of the U.S. Department of Veterans Affairs (VA). Central Wyoming Horseshoeing School will require students to pay any charges for which there is no expectation the VA will pay based on statute or VA regulations, such as fees for room and board or the unmet portion of tuition and fee payments, such as a result of a student qualifying for less than 100% entitlement level. Deposits cannot be charged to any VA supported student. Central Wyoming Horseshoeing School, in accordance with Title 38 USC 3679(e), will not penalize or charge any eligible student receiving VA benefits for any late fees including denial of access to classes or other institutional facilities, or require the student to borrow additional funds due to the inability to meet financial obligations to the institution as a result of delayed payments for education assistance from the VA. Central Wyoming Horseshoeing School will not collect payment from a student for tuition and fees while it awaits VA payments within a 90-day period.
Regular attendance by all students is required and recorded. All absences are recorded, regardless of reason. Good attendance is critical to successful completion of the program. All students must maintain at least an 80% attendance rate per course to continue, including those receiving VA benefits. Any student not in their seat at the scheduled time will be considered tardy. Any student leaving school before their official dismissal will be marked tardy. Four (4) tardies equal one (1) absence. Student attendance will be monitored and reviewed after each 25% of the program, if found to be falling below 80% in attendance, student will be placed on probation for the next 25% of the program. Any student still not meeting attendance requirements in this probation period will be terminated.
GRADING SCALE:
It is Central Wyoming Horseshoeing School ’s goal that every student is successful in their course work. The following scale is used by Central Wyoming Horseshoeing School to assess student’s projects, homework, quizzes, tests, practical aspects, and grade point average.
Excellent A 90-100%
Above Average B 80-89%
Average C 70-79%
Below Average D 60-69%
Unsatisfactory (Failing) F 59% and below
80% is considered passing, make up assignments and retakes are the students’ responsibility and a private meeting with the instructor will be required in order to evaluate the student's current situation.
All students will be given written and verbal warnings to complete missing assignments. Student academic progress is monitored and reviewed at each 25% of the program; if found to be falling below 80%, students will be placed on probation for the next 25% of the program. Any student still not meeting academic progress requirements in this probation period will be terminated from course enrollment.

If a student is granted an approved leave of absence, to include a student using VA benefits, the leave of absence must be approved in writing and the date of expected return, within one year, must be specified. If enrollment is terminated prior to end of course due to attendance, academic progress, conduct or authorized leave of absence, the prescribed refund policy will be adhered to. Additionally, any of these conditions for a VA beneficiary will be reported to the VA, which may affect education benefits.
If any student is dismissed due to academics or attendance, that student may petition the school for readmission to the next available course. It is the sole discretion of the school to reinstate a student who has been terminated from a course. This discretion is based on each student’s individual case and special consideration is given for emergencies due to no fault of the student.
All students who wish to attend courses will be required to submit a completed application indicating which course and course dates they are applying to attend. Staff will review application and contact student with letter of acceptance or denial. The staff member will explain the training programs, admissions and graduation requirements, job placement opportunities, costs, and other general information on the School. Applicants will be provided with a School catalog. After all of the above criteria are satisfied, applicants will be required to arrange for payment and complete an Enrollment Agreement with the School.
Course files and records are confidential and not available to anyone outside of the course staff, administration, the student, Department of Veteran Affairs and State agencies with approval authority.
Course/Student files will be kept in locked filing cabinets and consist of: student files, enrollment forms, liability release forms, test results, practical exam skills sheets, signed policies and procedures forms, remediation forms, attendance rosters, course rosters, exam masters with keys, lesson plans and any other mandated forms that may be applicable. Also included will be any records of interruptions for unsatisfactory conduct or attendance, and records of refunds of tuition, fees and other charges made to a veteran or eligible person. Retention of records pertaining to students, including those not receiving benefits from the VA, for comparison of charges, for a veteran, reservist or eligible person will be kept intact and in good condition at the educational institution for at least 3 years following the enrollment.
Central Wyoming Horseshoeing School reserves the right to suspend or discontinue students from the course if found to be in non-compliance of acceptable conduct while on the premises or any time under the care or instruction of faculty or staff. Code of Conduct violations, at the instructor’s/Owner’s discretion, and infraction against the terms outlined in the Enrollment Agreement, Student Handbook or Catalog, will be recorded in the student’s file and handled in the following manner:

Dismissal *Some behavior, determined by severity of infraction, may lead to immediate expulsion and termination from the program
Examples of Misconduct
Any student caught cheating on exams or assignments or committing plagiarism.
Any sexual misconduct, i.e.: unprofessional advances, vulgar or offensive language, innuendoes, or
harassment on the School’s premises.
Disruptive, abusive or unprofessional behavior.
Any student under the influence or in possession of alcohol, marijuana, or any controlled substances on
the School’s premises or during any training.
Any student having possession of firearms or weapons of any nature on the School’s premises.
Threat or physical altercation with staff, faculty or another student.
Central Wyoming Horseshoeing School is committed to maintaining a working and educational environment, which fosters appropriate and respectful conduct and communication between all individuals within the school. Central Wyoming Horseshoeing School complies with Federal and State Equal Employment Opportunity (EEO) laws and strives to keep the school free from all forms of harassment and discrimination, including sexual harassment.
Cancellation: Students who have signed the enrollment agreement but cancel prior to within 5 days of the start date of the program will receive a refund up to 90% of any amounts paid (tuition, fees, other charges).
Withdrawal and Termination: The enrollment period is measured in calendar time, starts on the first day of class, and the refund is calculated based upon the last recorded day that the student attended class. During the course’s progression, refund policies will be applied as follows:
Course completion: 0% - 50% of course duration, school retains 75% of total charges paid
Course completion: 51%- 75% of course duration, school retains 85% of total charges paid
Course completion: 76% - 100% of course duration, school retains 100% of total charges paid
Refunds to a student using VA education benefits who fails to enter, withdraws, or is discontinued from a course of enrollment at any time prior to completion of the course, will follow pro-rata refund guidelines set forth in 38 CFR 21.4254(c)(13) & 21.4255. This pro-rata refund is calculated using the total charges for tuition and fees (less a charge not to exceed 10 percent) that the length of the completed portion of the course in instructional days or hours bears to the total length of the course in instructional days or hours.
Classroom, and lab/workshop areas are all located in one building. The class size for each classroom, will not exceed a 4:1 student to instructor ratio. This space is 64’x50’, lit with led lights, and is fitted with an industrial heater. Large overhead door is located at the south end of the facility, additionally an exit door is located in the west and north sides of this space. Shop is equipped with 5 individual work stations and will not exceed a 4:1 student to instructor ratio. Shop equipment also includes industrial grinders, chop saw, and small equipment tables. Fire extinguishers are available in case of emergency.

A typical week consists of 8 hour days, Monday through Friday going through classroom work, forging projects, and horse work daily. Hourly schedules for each day are based around client appointments, for lab work, and changes day to day. Classroom and forging instruction takes place Monday through Thursday on school grounds with testing on Friday
Central Wyoming Horseshoeing School will inquire about each veteran or veteran benefits eligible person’s previous education and training, and request transcripts from all prior institutions, including military training, traditional college coursework and vocational training. Previous transcripts will be evaluated and credit will be granted, as appropriate. Students will be made aware of the final decision.
Upon successful completion of a course, students will be issued a certificate of completion.
A copy of the course outline, schedule of tuition, fees, and other charges, regulations pertaining to absences, grading policy, and rules of operation and conduct will be furnished to the student upon enrollment. All students are required to acknowledge receipt of catalog in writing, which will be kept on file with the school.
The Family Education Rights and Privacy Act of 1974, also known as the Buckley Amendment, allows a student over 18 and parents/guardians of minors to examine these school records. Student records are guarded from third party requests unless authorized in writing by the student or parent/guardian of minors.

Grievance Policy
If any student has any problem or observation and does not feel comfortable bringing it to the attention of the instructor, they are allowed to schedule a meeting with any member of the governing body of Central Wyoming Horseshoeing School, no questions asked. A closed-door meeting will be conducted to address present issues.
